I was looking on ebay at magnetic card reader writers but some was $180 and others was $400 so i was wondering what the difference was?

they both read and write tracks 1 2 & 3

what does the one that cost 400 do that the $180 dont?

Probably basically the same other than build quality. One may be a Ford and one may be a Porsche. The big difference in those devices is the price jump when you want to write to cards (readers are very cheap).
