What do you want to do with it? A simple PIC can handle PS/2 keyboard+mouse, serial ports, and vga output.

You could with some work, LCD display etc. What is it going to be used for. Do you need it to act like a normal computer but just small? If so have a look at the tiny motherboards that are used for all the small case mods.
