If you are trying to watch TV on your player, you need a TV tuner & receiver with AV outputs. Cheapest way is to use a VCR & feed the AV output to your player.

It is a 12 volt battery charger but the batteries are VERY small. Imagine AA batteries wired to supply 12 volts. They charge in about an hour.
